Question Cut or bulk? I'm really confused (with pics)

I'm a 25yo male, my height is 185cm, I've always struggled with my weight since puberty, my weight hit 117kg over the covid quarantine period, I started a keto diet and weight training 8 months ago, I did the fierce 5 novice program , and stopped keto 5 months ago, and transitioned to a normal calorie deficit while doing the intermediate upper/lower program , I lost a lot of fat over those 8 months, I now weight 87kg, but the thing is I barely gained any muscle, I am lift with a skinny fat look, with big love handles, big thighs and a wide ass ( I carry my weight in my ass and thighs I know it's embarrassing), I eat 2300 calories a day, my protein intake is 160g, I really don't know if I should keep cutting or start bulking, am afraid my already huge love handles, thighs and ass will get even bigger, here is how I look, please don't get scared (replace the dot with a .)

By the way, in the second Pic it looks like I have a big belly, I actually have a small belly now, it just looks big in this Pic lmao

You probably still have weight to lose but if you are bored of dieting, you could certainly spend some time gaining muscle. Remember you don't have to pile weight on to gain muscle, just very slowly gaining weight or even staying level would probably work just as well - one of the few advantages of carrying extra bodyfat.

What should I do in your opinion? And why do you think I gained so little muscle even though I'm a newbie?

Muscle gain is what I would recommend because it is what takes the longest and therefore you should be doing more of it. Eat at about maintenance so you keep your body weight constant and aim to progress in all your lifts in the gym.

You probably did gain some muscle but we all overestimate how much we had to start with and underestimate how much fat we had. If you got stronger, that is a clear sign you did gain some. You just need to keep going - and it's easier to gain when you aren't dieting.
