110 million active landmines in the world

Land mines have officially been banned in wars due to both sides inability to properly document the locations of mines and disengage them after the wars are done. Hundreds of people die each year by accidentally stepping on them (fun fact land mines actually explode as soon as you step on them there is no click and release mechanism that gives you time, this is a Hollywood invention). The UN requires that if you put mines on your land it must be fences off

My question is how can there be so many active landmines who are these people protecting their stuff it can't just be governments I mean 110million is alot

    Source:https://landminefree.org/facts-about-landmines/

Interesting fact the average landmine cost only $30 and less if you buy in bulk meaning for about $300 (on fences property of course) you could secure your home perimeter

    * It is illegal to place landmines in the ground without registration as of 1995 not too sure who follows that rule with 110 million active landmines
