Why do recruiters contact people (wasting their time) and offer low-ball wages?

Because they only need to harass people for these crap jobs, you never have to be sold something with value, you're only ever sold something with horrible value and recruiters are just salesmen.

Probably because they can bill you out to their client at a set fixed rate and have incentive to low ball people to maximize their margins, or they have incentive to low ball to save $$$ for their clients and secure more business

The good jobs and high rates are generally given to people who know people and those who put the work in, they're not handed out via unsolicited messages on LinkedIn

I just ask for the pay range and if they are remote.

I have no intention of jumping on what they're offering. Feels good rejecting positions, but got damn it makes me feel like I'm overpaid.

Some no degree recruiter isn't going to know your value or what you are doing. They see small bits of background from lots and lots of people and blast out generic offers and see what they get back. Lol at even responding back if you have no intention of moving.

I too enjoy that feeling of being overpaid though. Makes me chuckle when I see pay ranges for my occupation and I am in the top 10 percentile even though I live in a relatively low cost of living area. It is somewhat of a double edged sword though because there isn't much room for improvement without going corporate and moving somewhere awful.

Some companies are so bad to work for they have a high turnover rate, and their reputation is so bad nobody that knows who they are wants to work for them, so they need to hire recruiters to get them people. Not always the case, but sometimes is. Be wary of companies that are always hiring. There are a lot of companies that the only way a position opens up is that someone dies or retires. They need no recruiters.

You might as well stay where you're at if it's low COL and overpaid.
Better than being in a high COL for sure.
