Hi all, I'm 23, 6"4 and 195 lbs. After a long injury, I can finally get back to working out with weights after about 8 months.
I'm very unhappy with my the fat in my midsection (especially lower back).
Should I bulk or cut first?
Any general tips on how to proceed?

I'm 6'5" and I know what its like to be in your position. You're at that spot where you're already getting light for your height, but you're still carrying too much fat. I would suggest slowly cutting, and I do mean SLOWLY, like 0.5-1lb per week, while following a lifting program. You're probably not going to be able to cut more than about 10 lbs before you'll need to switch gears and start building for a while, you can slowly lean bulk up to about 210-215 before then slowly cutting again. Then rinse and repeat as required.
All it takes is consistency, effort, proper nutrition, good programming, and TIME.
