    What could I be doing wrong with step-ups?

    I do them with 35 lb dumbbells for 12-15 reps and feel a lot in my back and traps but not legs. If I go lower than 35 I feel nothing.

    Without seeing you do them you may be bending over to much when you step up and then straighten out at the top part of the step.
    Stay upright, maybe start with a lower step.
    Drive straight through the foot when it's up on the step.
    You may want to have the opposite leg more to the side of the block instead of behind it.
